This work involves third-party licences, so the boundary must be written first: who executes, who signs, who carries the result.
Three provider types

| Inspection agency | Inspection capability and report issuing, inspectors able to attend the factory | We set the sampling plan and checkpoints; the agency executes and reports |
| Freight forwarder | Appropriate operating licence (e.g. NVOCC) | We check booking timing and document consistency; carriage liability stays with the forwarder |
| Customs broker | Customs brokerage licence | We check declaration elements and documents; declaration liability stays with the broker |
Three boundaries
- We do not sign on a provider’s behalf and do not carry their statutory liability;
- Third-party costs are itemised in the quotation, never bundled into the service fee;
- Disputes are settled against the contract and the report, not verbal promises.
